That remind me of that recent Robin Hood movie, where Robin didn't actually become an outlaw until the end of the movie. That film intended to do what you suggested, of building up a legacy of Robin Hood over multiple films.
It bombed badly.
The issue is, nobody ever wants to watch a prequel without seeing the main story first. If you want to write Batman, then have Batman in it. The latest Joker film actually had the Joker IN the film, instead of having us seeing the suffering of a failed Comedian and leaving the actual Joker for a future movie.
Show the protagonist. Show us what he is suppose to be, what he stands for. Don't show us something that "could", one day, become the Batman. Show us the damn Batman.
