General Amaya's claim that elves were amassing at the border predates any of his attempts to nudge shit toward war, and is very possibly the main reason that he came to the conclusion that it's necessary.
I'm not saying "Viren was right," but it's definitely a situation where he's treated as being WAY more wrong than he is.
An army that doesn't get along with his people was amassing at the border, and a bunch of people from that other kingdom hopped across the border and (ahem) "killed the king" (more or less, more or less).
The show treating Viren like it's inexcusably evil to go "oh, this looks dangerous" and treating little princess "lol, you saved us and get jack shit in return" like she's ENLIGHTENED for telling him to fuck off and not expect help - ROLLED TOGETHER with the way she's treated as clever for going "well I might be inexperienced, but you're not even royalty"...
This is a bad show. Between the way The Dragon Prince is going, and the nosedive of Voltron, it's looking more and more like Korra is going to end up being the best show worked on by anyone that worked on ATLA.
Man, I would NOT have predicted that.
