In order of appearance:
Willy Pete, a fire elemental who doesn't need sustenance but likes to eat and fuck. Only superpowered flesh can stand up to either so he seeks out supers to fulfill his needs. If he can't find one he makes do with a normal human by fucking their eyesockets until their skulls pop due to the intense heat.
Death Monger, the settings Doctor Doom expy and probably undead. In the empverse a lot of supers get their powers from bargains with various otherwordly powers. When you become a bargainer a hidden flaw is that your powers do not die, so if you do you come back as a zombie. DM makes it her business to collect these powered zombies like pokemon, controlling them via implanted chips and using them as mounts, power generators or just general muscle
Mindfuck is a telepath, and it's revealed that she has no eyes or tongue, thanks to her brother, another telepath. He modified his own mind to make himself more badass but instead turned himself into a psychopath. He tried to help her become a better telepath by forcing her to cut off her own tongue and eyes so she'd need to use her mind powers to see & hear through other people's senses
Empowered is supposed to be a comedy and a superhero satire, but the fact it's a creator owned universe means Warren can play for keeps when it comes to character death, and his sci fi background means he put some serious thought into powers and how they'd work.
