Instead of accepting the death of his wife, he decides to put all his focus on fixing something that to him, shouldn't have gone wrong. It's his way of proving to himself that he's not responsible for what happened. The arms just egg him on. In fact, I always thought the whole advance AI thing was just slipped into the movie for dummies like yourself to understand what's going on. If you take out the few mentions of the inhibitor chip in the film, it's pretty clear that Octavius is just hearing voices and projecting those voices onto the arms.
I'll somewhat give you Osborne but it's still not a simple as the serum making him do bad things. He was always a ruthless man, the serum just allowed that side of him to take form. The whole mirror scene was about him coming face-to-face with his literal other half.
