I think Vision is rebuilt by Shuri but has no emotions, but can remember who he was.
Wanda creates a world where Vision can feel emotions, but he can only feel in that world. Wanda builds the world out of her happy memories. The only happy memories she has are from old TV shows she watched on Sokovian TV as a child growing up in poverty in a war torn country.
The pocket dimension she creates is in fact within Chthon's Flickering Realms, creating a path to Earth, bypassing the Vishanti's mystic barrier.
IMHO the reason Vision was able to feel emotions was because Wanda's Chaos Magic meshed with the stone, imbuing him with a soul that the mind stone sustained.
The sitcom world is kind of a giant mind stone to make Vision whole again.
IMHO The question, why have Vampires been unknown till now, can easily be answered by Chthon ordering them to lay low so he can implement his plan unseen.
Wouldn't surprise me if the "local community" hating on Wanda and Vision's relationship mentioned in the 4chan leaks are revealed to actually vampires.
Wanda learning magic and truly becoming Scarlet Witch is a story about empowerment and growth, and defying an evil patriarchal god who wants to manipulate and control her. Its a great heroic arc for a female character...yet so many people think Wanda should just go crazy and be a plot device to benefit other characters.
