Perhaps one that had to flee their homeland because of the very real threat of oppression and death, a trauma which has left deep scars on their family.
Kamala's family ends up a target not as a result of her superheroing, but just because of their ethnicity. Despite this, Kamala is initially sympathetic once she finds out why the dude hates them so much, because even though her family had nothing to do with it this guy has been legitimately wronged.
But the guy doesn't want sympathy, the guy wants revenge. The thematic bones of this villain lie in a guy who has the potential to be something great with his powers, and the chance to start things over in America far from the conflict that his family fled, but instead wastes those opportunities on perpetuating the same endless cycle of revenge and violence that has been going on for eons. Being a victim does not justify you creating more victims.
This puts Kamala in a situation where you can get a lot of mileage out of being torn between needing to protect her family and wanting to help this guy break the cycle he is trapped in. Which is absolutely going to get muddier if one of his attacks actually hurt or kill someone in her family, because then she is going to be experiencing firsthand the same loss and rage and desire for revenge that motivates this guy, and has to practice what she has been preaching.
