My day job involves doing code reviews and mentoring junior programmers and senior programmers who shouldn't be called senior, and bluntness tends to work best IMO. I'll try to simplify it so it's not daunting.
Do a drawing a day, maybe just more pictures of Reggie and the gang. You can copy stills from the show if you'd like. Don't trace.
After a while, you should be getting good at it. Maybe start drawing Reggie and the gang without copying from a still. Maybe try another cartoon. Maybe try drawing something in real life.
You just have to put in the work. If you want to draw, draw. If you want to write, write. If you want to cosplay, start making costumes. It takes about 10,000 hours to master something, and it's going to take effort to reach that point, but you have to start somewhere. You might pick up bad habits along the way, but you should always be willing to take advice and critique.
It just takes time and effort. Go start now.
