I think it has to do with how people perceive anime, or any media for that matter, has targeted age gradients and you can see the difference in tone between an anime targeted at children and an anime targeted at young adults.

But I think western cartoons blurs the line a lot, a show can be very whimsical then suddenly have an arc where characters are dealing with very dark issue, then it goes back to fun adventures.

It's a clear difference. And there are plenty of anime shows that are defended with the "but it's not for you!" excuse like the harem anime, the slice of life and others.

I've never seen that happen but I have seen people attack SoL or other genres for not doing what they want them to do, i.e. they aren't like muh GoT and muh Sopranos.

They pushed the idea that comics and cartoons were for children and thus shouldn't have anything 'bad' in them ever. That sort of large-scale social thinking lingers.

Probably because most anime is for teens and most cartoons are, in fact, for children. No one deflects criticism of Simpsons or Spongebob by saying it's for kids because it's not.

It's not that it's for children, it's that it's so infantile and simplistic that people don't expect anything and criticism seems pointless and unfair. Children's animation doesn't have to be that way, but it is in America.

anime is generally perceived as more mature and serious than cartoons in the west, even though there's plenty of children's anime.

Meanwhile most cartoons are squeezed into the kids show mold, even if they have age-inappropriate content or are watched mostly by adults. (eg Steven Universe, She-Ra, Voltron, or frenchime like Wakfu and Ladybug)
