I can see Bumi being slightly more powerful overall, but the shear fact that Toph invented metal bending and proceeded to use it in innumerable creative ways doesn't just give her a technical edge, it demonstrates how she would overall be able to more creatively.utilize her environment and circumstances.
That said, perhaps Toph is the better tactician and Bumi the better strategist. I imagine Bumi would make better use of prep time for a fight. Toph would just rely on her power and creativity.
