Kerrigan was nothing like a xenomorph queen, and Kerrigan was the Queen of the Zerg up until the end of Starcraft II's expansions, after which she passed the mantle onto Zagara, who by that point basically has a human brain, just with a link to the swarm. With Zagara's decision making and Abathur's "modifications" the zerg are becoming more or less extremely mutated people intelligence-wise, while maintaining their weird alien physiology.
Zagara's so much better of a queen than Kerrigan ever was. In the books, she's united almost all Zerg in the galaxy and has brokered for peace between Zerg and Mankind. Protoss have made peace too, but only grudgingly. With people like Stukov around, it's entirely possible that Mankind and Zerg will fuse more and more in the future.
