It's quite clear Mao Mao has all the skills he needs to be a legendary hero with a few exceptions (that normal heroes make up for by seeking help from others).
But Mao Mao is ultimately crippled by his own issues that cloud his judgement and weigh heavily on his decisions. And the moments we see him when these issues are not weighing on him show just how incredible he really can be.
There's also how, despite his shortcomings, he also has a lot of the right attitudes toward being a heroic figure. He believes in hardwork to achieve, he believes in taking responsibility for one's own actions, he honestly believes in protecting the innocent and those who cannot defend themselves, and there's the fact that he clearly does feel sympathy and connects emotionally to Adorabat and Badgerclops despite his mistreatments.
