That's how they were able to produce 65 episode seasons in such short time. One drawback to that efficiency is how drastically the quality would fluctuate depending on the studio. I noticed a lot of the Asian studios, including their own Disney Animation Japan, would produce many of the worst looking ones.
The studio responsible for that particular clip was Walt Disney Television Animation Australia, who were putting out damn near movie-quality animation at the time. Any episodes of a show they worked would usually look pretty incredible. They also did work on Hercules, Quack Pack, Timon and Pumbaa, and An Extremely Goofy Movie.
