He didn't know how to write him when he started NTT, and resorted to this idea that because he's from the Midwest he must be some kind of conservative. Pretty much everyone ignored this early NTT characterization including Wolfman after DC got angry letters about it.
Now as shown in Crisis of Conscience, he did pick up a little bit from the straight-laced Barry who of course grew up in the blue collar, bootstraps Central City with adjacent Keystone, but being close friend and partner to a reformed villain (who is also gay), Wally was more unsure of things like capital punishment and brainwashing of villains, which was also shown as far back as the Trial of Barry Allen where Wally was unsure of whether it was really ok to kill the Reverse Flash, and his stance on the brainwashing was finally reinforced by not only the Top going fucking mental from it but from Barry himself leaving him a letter stating his regret over allowing the brainwashing of the Top.
So basically, any hint of Wally's supposed conservatism has long been wiped out, which I imagine is natural when you spend your life in a community of flamboyantly dressed men and all manner of weirdos, aliens, and outcasts (literally one of his best friends is a black paraplegic from Detroit). Even his villains are almost entirely white blue-collar men.
