It's like the kind of zany flow that cartoonists like Kyle Carrozza try too hard to do, except the OP pic actually succeeds.
It happens pretty often that the lone scene with a sexy girl will be better-animated than everything else. This is why hot characters in a cartoon are an objectively good idea; they motivate the animation team to turn in a better job.
Meanwhile anime makes the mistake of using hot girls all the time, so drawing them becomes a rote chore for the animators.
