I mean, he's obviously ruthless and cruel, but it's not in a capricious way like a lot of cartoon tyrants where they punish the bearer of bad news, or are cruel to underlings who did nothing wrong. When he advances someone, it's generally because of good performance, and when he demotes someone or revokes a resource, it's because they failed to follow his instructions, or produce results. You can tell he recognizes Entrapta's intelligence and value to him, and as such, has more respect for her than most other characters we've seen, even though he could have just as easily been threatened that she may be a better inventor or more competent than him in some ways. But no, his pragmatism wins out, and he allows her to continue aiding him on important projects, because she showed competence.
