The rest is fats (about 4%+) and proteins and sugars; capsaicin is soluble in fat, so what tends to happen is you end up with a milkfat-capsaicin-sugar blend on the inside of your mouth and because it's a lower dosage and slightly sweet you don't notice as much and you just go numb for longer.
Once the initial shock of hot chili is over, you'll go numb anyway and stay that way for about 20 minutes.
Water will dilute and (temporarily) spread the capsaicin around your mouth but like all washing this effect will diminish with more water as the dilution is increased. This is the majority benefit of the glass of milk. Or you could just be a huge fucking ignoramus your whole life. Frankly son if you don't like the feel of spicy food just don't fucking eat it, nobody's making you.
