Yes. Everyone with a brain in their heads knows that intelligence can be linked to genetics, much like many other traits humans exhibit. This does not mean that we should judge individuals by the relative average of their group as when though an individual is part of that group, they're not 100% defined by it.
As an example. Blacks in America have a higher average IQ (a flawed design to test intelligence, but currently the most objective way we have to measure it) than sub-Saharan Africans. This doesn't mean that there aren't geniuses in sub-Saharan African, but that the collective just had a lower average.
This can be seen in America too, where Ashkenazi Jews and Asians (orientals) have a higher average IQ than others in America. Again, you can't judge an individual be the same metrics as the group, but you can make general statements about the group as a whole.
