First I've heard of that. I mean, by a huge stretch, I guess you can compare Helen, Violet, Bob, and Jack-Jack to the Four (Mr. Fantastic, Invisible Woman, Thing, Human Torch). But even then, the last two are really pushing it given the obvious differences in the powers of Bob and Jack-Jack, and the fact that the Four never had a speedster in their ranks. Not to mention the fact that the Fantastic Four hardly hold the special distinction of having a stretchy person or somebody with invisibility/cloaking powers, much less fire users and near invulnerable strongmen.

If anything the premise of the first Incredibles film is similar to the basic premise of Watchmen; Superheroes exist, shit goes wrong, govt. bans superheroes, superheroes try to make a comeback.

F4 obviously influenced them, but its more of a general rub off on the entire genre. The Fantastic Four just happened to basically invent the superhero family thing. (Unless the Shazam kids came first but whatever)

You got Mr. Incredible as Mr. Fantastic naming and Thing strength

Elastigirl/Woman as Invisible Girl/Woman's naming and Mr Fantastic's powers.

Violet serving with Invisible Girls powers and Things occasional angst

Dash with unique powers to the FF but Johnny's impulsiveness.

They even got Frozone serving as Spider-man with Iceman powers.

But more importantly they keep the family dynamic that FF usually has.
