I think it was on cartoonnetwork and it was a 90/s (or early 2000s?) cartoon and it was beach themed. No not rocket powers. The girl had ginger/blonde hair and bangs and came with wet hair to school. She inspired me to cut off my bangs with kitchen scissors for first time.
