A, Rayla and Callum share a strong friendship created by their circumstances and their shared goals, and Rayla was going to say "I love you" because she does. It is a very powerful thing to realize you love someone not in your immediate family for the first time and that they are as important to you as anyone else in the world, so of course she was shy about it. It wasn't a sexy declaration of love, just her worrying about someone she really cares for. Simultaneous to that she was also realizing that she really does love a human being, which is a big moment.
2, this is absolutely going to eventually turn into them becoming the canon ship if the show gets more seasons. This will help add to the idea that even though she used dark magic for good reasons it costs Claudia everything, including the guy she likes, because it actually decays your soul as well as your body, or some shit, which they will reveal... probably while they explain more about magic with the heroes being in Xadia. So that they know and the audience knows, but Claudia doesn't know.
