As for ticking off Superman? He already knew about the Justice Lords and how they came to be because their Luther had become President leading to Superman crossing the line. And he knew that this world's Superman knew that too. Luther wants Superman to be seen by the public the way he sees him, as a threat.
His fake campaign was a straight up psyop against Superman, to tick off Superman and him do something rash so he'd look like the aggressor in the eyes of the public, maybe even make Superman seem crazy and dangerous. That was exactly what Presidential Candidate Luther was doing a few episodes earlier when he opened a park for children and invited an impressionable Captain Marvel as his guest. A park that just happened to be located directly over Luther's new high tech clean energy source that to someone with x-ray vision might look like a bomb. And like Luther planned Superman showed up, got belligerent with Captain Marvel for hanging around with Luther and then tore everything up trying to "save" the day (while also fighting Captain Marvel).
It's exactly the kind of Luther I like. Intelligent, resourceful, charismatic and covering himself in public legitimacy so Superman (the protector of truth and justice) can't touch him.
