She took the wand from an exhausted Star unable to cast a single spell, then proceeded to kill her daughter and gave it back.
A terrible person would have let her daughter kill Star, take the wand and free Globgor after that. She had all the options available and nobody to stop her, yet chose to priorize the kingdom over her family.>She barely even knew Meteora anyway because she was a literal baby, and didn't seem to care much when she thought Meteora had died centuries ago
