Because Tom King is killing off Bruce Wayne (he’s killed by Gotham Girl) and having Duke take up the mantle.

But before he can do that he needs Dick off the table. So he had Dick shot to do so (even though he tried to say it wasn’t his choice). If Dick is messed up, he can’t become Batman.

Thus, Duke is free to become Black Batman.

It’s just taking awhile because King needs to get through many many many issues of Filler.

Because they need to keep Dick away to make Bruce "suffer" in King's Batman story so they gave him amnesia and it prevents him from being Batman or helping Batman.

Also it is likely that the Ric Grayson story takes place after Heroes in Crisis, and Dick can't get his memories back until after that is over without spoiling any HiC twists because Dick isn't involved in it any. So you are stuck with Ric Grayson until the Summer.

Because Tom King needs Bruce ALONE and vulnerable (with the exception of Duke). It’s also why he had Jim Gordon turn on Bruce. Tom King wants Bruce alone and weak so that he can have Bane and his team jump in and BREAK DA BAT. Because this whole thing is just Knightfall 2.

No, amnesia Dick Grayson takes place during Heroes In Crisis.

Titans had to write him out and the first issue without him also was the one that wrote Roy out of the book too, complete with Donna visiting Roy's grave.

HiC takes place over a few days and right after Dick gets shot in the head in Batman. After Dick got shot he was in a coma for a while before waking up with amnesia. In Titans they just learn about Dick getting shot shortly before learning about Roy dying in HiC. So it is likely that Dick is in a coma while HiC is going on. Then if Dick got his memories back he would need to learn about Roy and Wally so they had to keep him isolated with amnesia until the HiC story is mostly complete to prevent that.

Which is why the specific direction is obviously a Didio thing. He thinks Dick is a boring and shitty character and considering no writer seems interested in being the permanent writer on this series I'm sure Didio came up with all of this.
And we know King didn't actually know exactly what was going to happen to Dick until the last minute. So you just know King wanted something to happen to him and Didio went "finally I can make Dick a good character, because dark and troubled = interesting"

It's just like when they convinced him not to kill Dick in Infinite Crisis on the condition that he get majorly overhauled.

King doesn't care. He isn't concerned with that is happening in the Nightwing book. He got what he wanted with shooting Nightwing in the head and will just ignore anything afterwards. He's the lead Batman writer so it is below him to write the Nightwing book. King had enough clout to get the head Batman editor fired so he wouldn't write it.

Duke taking over for King's run is just people speculating randomly. Snyder was the one that used to push him.

That said, he has made it pretty clear he's going to "kill" Batman, so it does seem very likely he wanted to get Dick out of the way.

The wedding was really the point where everything crashed, but it doesn't help that so much afterwards feels like complete filler. I guess he might have thought it'd work since his previous one shot stories actually were praised and were said to be the best part of his run, but these new ones are clearly very different overall, since they don't really focus on specific cases, but rather attempts at character analysis or just dreams.
