She is introduced as some sort of grumpy bookish character who talks down on Allison for being clueless and basically treats her like the most retard of retards. This salty wise character is interesting and cool but is never developed beyond surface level because...
The very next time she appears she's 10x as pretty and dainty, she says she's a "fanfiction writer" and says Allison is "sorta hot", that's like a thousand red flags
Her writer persona and the fact she decides to become Allison's chronicler is built upon nothing and makes no sense. A minutes ago she treated her like some dumb airhead now she's literally writing her biography. She just decides that Allison is cool now despite her being still clueless.
The only interesting thing that happens with her character is her stuff with the devils council and her past as yabalcioath, but if you look at it it doesn't even make sense. Why does she have this thing about renouncing her past self? Like... She's so human all of a sudden? What's with all the values, isn't she supposed to be a devil? Whatever.
She gets pissed at Allison during the heist and for some magical reason goes back to ebon form all at once, this is all fueled by the need for drama and to create the scene where she stabs her first and then they kiss. It's pure rule of cool without taking into account the actual lore of the comic. In general a lot of things happen while breaking the facts established in the lore.
At this point Cio doesn't even exist anymore, she's just some hollow mannequin to use for the ship and teach her magic I guess.
She's a million things but none of these things get developed so she's a non-character
