The EU was actually pretty egalitarian when it came to writing compelling women, be it villains or protagonists.
In Disney's canon you have....Rae Sloane, who I'm fairly certain was reasonably competent and was rewarded with an implied offscreen death. Ciena Ree from lost Stars who, apart from Sloane, is the closest thing we have to an Imperial protag, and I use that description lightly.
And Ahsoka, who is a fan favorite, who made the Rebels show tolerable, and will NEVER EVER appear in the movies.
said, beginning in the novels and Rebels, Disney Wars goes to great effort to being a Rebelwank, #Resistance, and to do this they make the Empire a faction of Darwin Awards while laughably evil at the same time WHILE ALSO handing out redemption coupons to the very characters who don't deserve them like Kallus and discarding potentially interesting female characters like Minister Tua. The NR is simultaneously a faction sue and a punching bag from the movie writers. Bloodlines is a wasted book because it describes a dead faction(Thanks TFA/TLJ/Rian!), we don't even get to see its remnants.
