The plot isn't about getting Eureka laid. It's about how Renton has a crush on her, but he's too immature and inexperienced to deal with it. Much of the story revolves around how he has to mature (by becoming a parent to her adopted kids, facing the harsh realities of war, proving himself to the Gecko State.) Conversely, Eureka has to learn to become human, open up, and to stop being so cold. The show is about how these two different people grow closer and help the other evolve.
Holland IS a cock, that's the point. He gets called out on it, especially by his girlfriend.
