1: Some stores may ask for a proof of age, but it does not have to be a government ID. Additionally, they are not legally required to ask it.
2: The DMV requires ID because they provide ID. They require a lot more than ID, even.
3: The TSA requires ID because... uhh... American paranoia, I guess? I genuinely don't know why they do, because EU countries don't (unless going to a non-Schengen country, of course, which requires a passport specifically).
In comparison, requiring government ID to vote, just to prevent fraudulent voting, would mean putting in much harsher security than Panel 1 for a much rarer and less significant crime.
