Kirby based Darkseid on all the tyrants he witnessed obviously Hitler was the big one as he himself was Jewish and fought in World War 2. Since moving to California (Nixon's home state) Kirby also came into contact with the counterculture and hippies which influenced his work and world views. He probably saw Nixon with tyrant like qualities and it turned out to be all true especially as his war on drugs was just an excuse to wage war on his enemies like the minorities and hippies who were all smoking dope. This could be a deeper and chance reading of what Anti-Life Equation really is, the government regulation and control over your own body.

I'm really liking all this Broome era lore I've totally have forgotten about most of those crazy concepts with especially with the direction Johns and his copycat writers were taking the Lantern books in.
