Did anyone really expect Toffee to go all "ahaha behold my TRUE FORM" and transform into some gigantic dragon to fight super saiyan Star? The real challenge was everything Toffee did before, not a physical confrontation with him. When Star confronted him for the first time in S1, he got blasted to shit. He was a manipulator, pulling the strings to do everything to actually avoid direct combat with someone more powerful than him.
