Eddie Brock is largely a blank slate for whatever characterization you want to slap on the cool visuals and ideas and powers given to Venom. He's a goofy dumbass antihero, or a cannibal serial killer vigilante, or an angsty repentant edgelord, or a remorseless sadistic villain, or a born-again faith healer, or a cold-blooded professional killer, or a petty power-mad thug, or a principled truth-seeking reporter, or... whatever the story needs, really. His only consistent character trait/conflict is that he's usually aggressively self-righteous to the point of parody, but otherwise... there's not really any characterization you can propose for a new Eddie Brock series that readers wouldn't buy, because he's not much of a character to begin with.
Venom's a two-part character, and Eddie himself never really brought much to the table. Even hosts like Gargan had more of an impact on who the character was; Gargan was an unprincipled, power-drunk thug who was smart enough to be absolutely terrified of the tiger he was riding. Even SASUKE had more of an impact on Venom's character than Eddie, it was just a really fucking terrible impact that we'd rather forget.
By contrast, Flash Thompson is an established character with clear motives, key traits, consistent conflicts, and a spread of supporting characters. If Flash Thompson came back from the dead tomorrow as Anti-Venom, fans would know what to expect of his behavior, because he's an actual character they're attached to.
