He wanted to write a romantic arc with them, but the editors blocked him and he had to rewritten the Gods of Gotham arc several times over so it'd fit their precise specifications, because they always found something to have an issue with.
Then it was Joe Kelly during his JLA, who was told to put a stop to the Batman and Wonder Woman romance he had been developing. You even had Dennis O'Neil, the main bat editor, replacing him in the book to make sure of things.
Greg Rucka during his last writings in Wonder Woman when the Infinite Crisis clusterfuck was going on wanted more time to develop things between Wonder and Batman following the whole thing with Maxwell Lord, but was told no because Johns wanted to speed his cross-over event up.
Allan Heinberg following Infinite Crisis wanted Batman as the main love interesting in the Wonder Woman book and got to set a few things up, but because he was taking too long to deliver his script on time was booted out of the book.
Jodi Picoult, a romance writer, wanted to continue the trend, but was told by the Bat editors no because Morrison had plans for his Batman ongoing. So Picoult used Nemesis as a mix between Batman and Steve Trevor.
Grant Morrison, hilarious enough, wanted to use Wonder Woman several times during his Batman run, but was constantly being blocked because of conflicting plans with the Wonder Woman book - that could have easily resolved because the Wonder Woman writers wanted the same things.
Geoff Johns and Greg Rucka wanted to explore the romance during Blackest Night, with Rucka possibly doing something following the cross-over event, but they were blocked because of Morrison's plans yet again.
Geoff Johns then finally during the New 52 wanted to introduce Batman in a love triangle between Superman and Wonder Woman, but at the time the SM/WW had blown up in the press.
