1. He's voiced by Tevin Campbell who was a Prince protege and got his first big break in Prince's movie, Graffiti Bridge.
2. The large lady who provided background vocals for Powerline was voiced by Rosie Gaines who... you guessed it, was a big time Prince collaborator and backup vocalist who toured with him in the 90s (and was also in Graffiti Bridge with Tevin and Prince).
3. The stage and background design for the Powerline concert in LA is heavily influenced by Prince's stage setup for the Sign O The Times tour, complete with the plasma globe.
4. The Powerline backup dancers look and are dressed almost identical to Cat Glover who was Prince's lead background dancer in the late 80s and early 90s.
I will concede that Powerline's actual appearance isn't based on any Prince look, probably because Disney didn't want one of their characters dressed in high heels, blouses, or assless chaps. Plus, Bobby Brown had a more "hip" look for the mid 90s.
