We see Buddy being an annoying little fuck-up, and even after Mr. Incredible has to save his life he still holds a grudge. From just this scene, Mr. Incredible is harsh but fair and Buddy is an unreasonable shithead.
But of course, he's just some autistic little kid. Mr. Incredible didn't wrong Buddy by telling him to go home, he wronged Buddy when he never once checked up at that home to see how Buddy was doing after. The kid had almost died, and seemed very upset.
But Bob is too busy with lawsuits and preserving his vanishing memorabilia to spend an afternoon or two talking to a potentially traumatized boy he let down.
And so Buddy grows up with this resentment, with no friends or even maintaining a relationship with his family, obtains fuck-you money and a supermodel trophy wife he clearly doesn't give a shit about, and that's what his real revenge is about.
In comparison, there was really nothing Gazerbeam & Co. could have done to help during or after the fact.
Supers being illegal was in full effect by that point, they had no way of getting to the house in time even if they did get the call, and an old man should hold a lot more responsibility for his retarded decisions than a kid.
