Green Goblin is basically a perfect blend of Lex Luthor and Joker, and both sides of the Jekyll and Hyde situation fucking hate Spider-man. He's clearly a villain who could be doing better things, but he stays to fuck with Spidey.
Plus any enemy who instantly can tell when you've been mind taken and when you're back just by a single quip is deserving of arch nemesis status.

Going after his loved ones makes things more personal. Spidey is protective of his identity because his worst fear is a villain finding out who he really is and hurting someone he loves. Norman did exactly that.
