The movie starts with Waluigi as the villain picking fights with Wario & The Gang, maybe with his own band of miscreants, and then they team up Captain Syrup rolls into town, maybe with a bunch of Wario's former minions in tow who are mad at Wario for not paying them or who are just looking to get settled in.
I don't like the idea of Waluigi as this big threat and I don't like the idea of him joining the Ware crew. I think he's perfect for a Newman/Plankton kind of role in the setting.
