It's not about superpowers, it's about diversity and exclusion. Any random Joe could walk into a vat of chemicals and gain superpowers. Superpowered humans are still humans, you could become just like them at any time. Just like you could become a millionaire or could fuck a hot model. It won't happen, but it's technically possible.
If you aren't born a mutant you aren't a mutant. They're not just people with superpowers. They're a new and upgraded version of humanity. A new humanity that will inherit the earth. And it may happen during your lifetime.
That is why people hate them. Mutants are there to tell people that their life is even more meaningless than they thought.
That is why people fear them. It's not the physical danger presented by their
powers.It's the existential threat that their mere existence represent.

A mutant homeland was actually Magneto's idea. Xavier was against segregation.
So his school was not to train all mutants. Just a small group of soldiers. If someone needed help they'd find them teach them how to use their powers and then let them go.
