This is the original Shaggy who outlasted everything from the original Where Are You series up until the 'reboot' that was Pup Named Scooby Doo. He started off as a teenager in the 70s and is in his mid 20s by the end of Reluctant Werewolf. Gradually, as implied by New Scooby Doo (the season that had an episode where Fred was framed as a culprit) everybody in Mystery Inc just grew up/out of the crew, with only Daphne returning for a good while. This is the Shaggy who went from dealing with assholes in monster masks trying to steal money to finding out ghosts and monsters are fucking *real* and some of them can utterly shitwreck things if not stopped.
But after whatever the fuck happened with 13 Ghosts, he's once more on his own with just the dogs. Given that he's not a broken man, I can only imagine the aftermath of that season didn't end with Daphne and Flim Flam dying horribly, but by this point he's able to go at things solo, rather than just immediately jump into his jeep/van/whatever and bugger off at the first scare or sign of danger. Sure he's still cowardly at times, but after the shit he went through in 13 Ghosts, notice how alot of conflict in the Boo brothers movie just annoyed him more than terrified him. Some stupid back-ass hillbilly with a gun doesn't have the same threat as goddamn demons.
Same with the Ghoul School. A place filled with (albeit young, girl) ghosts and monsters would have sent a younger, green-shirted Shaggy packing, but he admirably stuck with it. Apart from that freak-ass witch, the only thing he was really afraid of was the threat of having the most powerful/notorious/vengeful monsters known to man wanting to murder him if anything happened to their daughters. Which is completely understandable. John Freaking Rambo would be a little worried in that situation.
