This show was simply not meant to be as deep as a lot of people want it to be. A good allegory for this would be a storyline in a porn. Or a plot in a fighting game. Both of these are expected to be there, it would feel weird, or at least, very different if it weren't there. But it's not the main reason why people enjoy these media.
Similarly the target audience this is aimed at (shipper girls in puberty) is only really here for starco and relationship drama. If the magical plot and the rest wouldn't be there, and this cartoon would just simply be a highschool romcom slice of life deal, people would still watch it. But apparently western animation hasn't gone full moeshit yet, so magical plot on the side it is.
