>>103688783 mentioned, they probably had Susie in mind as a foil for Angelica and a general path for her, but someone at the table suggested, "hey, what if her dad has the same job we have and the other parents are more excited for this than the kids who watch the cartoons." Maybe they had a few jokes lined up along these lines but for whatever reason didn't get a chance to use them or couldn't integrate them into the B plots of the episodes.
Susie's mom seems more like an unintentional affirmative action joke -- the premise of her character seems like she is a relatively sane and easy going Renaissance woman who raised a half dozen kids and hasn't snapped compared to how crazy the other parents are with just one or two kids.
