I think that's pretty accurate. Clark knows the value of maintaining his humanity and living a normal life in addition to being Superman (his human life gives him the moral clarity that allows him to be Superman) so I think he probably spends a lot of his time tuning out cries for help while he maintains his life or responds to other crises.
Every time he's out with Lois or watching a movie or working at the Planet he knows he's choosing to let people die, but he also knows he'd lose his mind and his value to the world if he let himself get swept up in that.
He wouldn't let himself become like the Samaritan, completely losing himself in his super identity at the cost of everything else.
