So Nobody's declaration is basically saying 'the bombs that aren't real have destroyed all the parts of society that aren't real, leaving just the people and the buildings'
His point being that people have the power to break the rules whenever they want, and if everybody breaks the rule en mass then its not even a rule anymore. In the typical roundabout dada way he's saying "You can give yourself permission to do whatever you want, all you need to do is accept that you can do so."
For a bit of background, Mr Nobody is the result of experiments on sensory deprivation. He was restrained in a featureless white room for an indeterminate amount of time. after a while he finally noticed a single, tiny black speck of dirt or something on the wall. the one, single, tiny thing that stood out seemed to grow larger and larger and larger until it consumed him and he went insane, at which point he transformed into a 2D stick man but thats just comics. Nobody's motive is that modern society is just a bigger 'featureless white room' and he wants to find the tiny specks of profound nonconformity and have them consume the world. he doesn't 'just' want people to be the same kind of anarchist, that'd bore him too. He wants constant transformation and revolution, he wants a world as far removed as possible from every day being the same in any way, shape and form
