For those not familiar with the character, Bondrewd is an amoral scientist who is perfectly willing to do anything, up to an including performing lethal experiments on criminals and orphans, as long as it furthers his search for knowledge. Using his dark science, he has actually recovered and learned how to build a number of powerful artifacts.
Most important things worth noting:
Zoahalicon, a device for splitting his mind/memories/soul? among many bodies. Its implied a number of people take part in this willingly, but he can force people into it too. This effectively means that as long as the Zoahalicon exists, there are always more Bondrewds. Zoahalicon can also be used to form a much weaker connection where Bondrewd doesn't take control of you, but can occasionally pop in and borrow your senses without you knowing if you are within range. He sees what you see, etc. He basically wears the mask to act as his 'face', since he shares many bodies.
Canopy Unto Dawn: basically power armor loaded up with goodies, like discount spiderman webslingers and a needlegun that fires darts that cause instananeous full body convulsions and vomiting. Weirdly, this isn't a POISON, the metal the darts are made of just do that naturally on contact.
Sparagmos: Bondrewd's most dangerous weapon by far. Only has a range of a few meters, but anything directly in its path is 'written out of the world' and what else nearby tends to catch on fire. Alarmingly, its reality writing effect is so strong that when used on someone with regenerative immortality, the wound from Sparagmos never healed.
So on the one hand, you can easily write him as a terrifying street level villain that has an instant-takedown move in the form of the needlegun. But with Sparagmos, he can theoretically kill much more powerful beings than himself.
