I'd say their personality levels would probably be something like:
Sibella = Winnie > Tanis > Phantasma > Elsa.
But they're still all underdeveloped. Characters liked cadets however were probably worse in that regard, and that sucked because I genuinely like the idea of a human school having to be next door to the monster school and deal with the latter's antics. I also didn't mind the villains, but they really felt tacked on like they wrote two movies and forced them into one. Honestly, if they just cut out the Scooby elements and just focus on the original characters there could really be something here.
I wouldn't call the writer of Ghoul School bad though. He is the same guy who went on to write for Swat Kats and write Zombie Island. It was probably just a result of different circumstances.
