He never really stopped making weapons (which, btw, I don't see as a bad thing; every country needs a defense), he just stopped supplying the US and turned to SHIELD. He's been completely weapons free since Fraction or so. And even then, he did some bad shit. He went nuts and beat Stingray to a pulp, because he thought he /might/ have had Stark-Tech, during the Armor Wars.
He's not a "bad guy" per se, he's got relatively good intentions, but at times he's more like a Doom who can play the system, or a non-sadistic Luthor, than he is a clean-cut superhero. Same goes for someone like Black Panther, who'll do anything to save Wakanda, no matter how horrendous it might seem to some.
