He was still in the testing phase as a relatively unknown artist. Claremont didn't even discuss it with Lee, because he was a fill-in and there wasn't much collaboration expected on the story elements.

Newfags and casuals who started reading X-Men recently can barely tell she's Asian (if at all) because artists barely draw her with any Asian features at all; she's indistinguishable from any other female character.
For new readers, she's just an Elektra-expy who beats people up in the background and keeps up a psychic link, and then when they go to look her up, they get surprised that she's apparently a British woman in the body of a Japanese ninja.
So, what you have is a character who barely passes for Asian based on looks, and who isn't even Asian but by virtue of a slightly uncomfortable body-swap plot. That's not an Asian character. Even the Asian fans who claim Psylocke still have to put a big asterisk next to Asian.
