1. What suspicions? Ford made a deal with Bill. Ford was the one who set up all the "Bill eyes" all over his house.
Also, how did Ford manage to install that metal plate in his skull anyway? Bill, who could possess him at any moment, should've made that impossible.
2. Bill doesn't give a shit about Ford's journals and Ford knows it. All the knowledge about the portal came from Bill. There is nothing in the journal that could help Bill. The weirdness barrier was just a theory never proven before Weirdmageddon.
Also, a bonus plot hole - can't Bill use his time manipulation powers to reverse the flow of time near the church to get the three journals back and look for a solution for the weirdness barrier there? And if the weirdness barrier solution is not in the journals, there's even less sense in hiding the journals.
Oh, and if Ford knew unicorn hair could be used to stop Bill, why didn't he use it years ago to secure the shack? Bill-proof the shack with unicorn hair, dismantle the portal machine without breaking any components and hide all 3 journals in the basement. There. A way better solution for the Bill problem.
