The smallest accurate size of "around" would be that particular store, in that case one of them has to be lying because Best Around could only be the best one in that store if Best in Town wasn't sold there. If it's an area bigger than the town than one also has to be lying because Best in Town wouldn't be the best in town anymore if the Best one in the whole region or even the world was sold there. If same size then both should say "One of the best in town" because both wouldn't be THE best in town.
All in all, the whole confusion is caused by Best Around not being transparent about how good they actually are, but just throwing around with nice sounding slogans. I think that's suspicious so for that reason I would choose Best in Town. Becoming best in town is a straight forward goal and even if Best Around is better they're still douchebags for not being transparent to the customer. If they were the best in a VERY big are I'm sure they wouldn't be so vague about it so if one of them has to be lying I would suspect them first.
