He's only the "ambassador" in so far as Hellblazer is the most notable of DC's mystic shit. Fate, the cosmics like the Endless and even Zatanna are more notable in that regard.

That's what I mean. He was in normal DCU until they started to say he wasn't, and that was around year 2000.
He continued to pop up in regular things even after Vertigo was formed in 1993, like at Hal Jordan's funeral in 1996.

Like Superman never gets involved in Constantine stuff because Superman's options when dealing with demons from hell are "punch it." and "job", while John's options when dealing with, say, Brainiac are (or should be) similarly limited.

The new Sandman is literally Hawkman's Grandson. Doctor Destiny's Materioptikon is actually the Dreamstone taken when the occultists captured Morpheus. Wesley Dodds had a shard of Dream in him that forced him to become the Sandman. Lyta Hall time in infinity inc is referenced.

Karen Berger hated the idea of Vertigo-characters popping over to capebooks and really restricted the use of them. That's the only reason. Paul Dini even wanted to have Dream and Death appear in BTAS and Neil was okay with it until Berger nixed the episode.
There were some expections tho, like when Kevin Smith had Dream appear in Green Arrow or the Funpark serial killer from the Doll's House arc in his Batman
