Mottom and the others knew Jag was building an army and planned on re-starting the war (because of the "angel" that visited him), they simply couldn't make a move as fighting would guarantee mutual destruction. She even states "only the 6 of us combined could defeat him now", but even then the scales would be tipped, and the demiurges would fracture. She's lamenting that everything is falling apart at the seams, her ailing body, her power over her court, and the balance of power in the universe.
So war was inevitable, and Jag knew this. Though I don't think Jag actually WANTS war, or he would have attacked long ago. He sees it as the only outcome of the universe. Incubus is an opportunist, and is thinks he can get the most power siding with Jag.
