Kandor was secretly "tethered" to a Phantom Zone duplicate in a top secret experiment conducted by the best minds on the planet. The theory was that the tether, suspended in the Phantom Zone, could be reformed in physical space in a manner similar to certain intergalactic criminals. The project had only entered its first phases when Krypton's core exploded. Kandor reformed naturally in physical space over the course of decades.
